SOUTH ROXANA — The South Roxana Police Department Tuesday revealed details of a reckless driving complaint and subsequent vehicle and foot pursuit.


On March 3, 2014 at approximately 10:01 p.m., the South Roxana Police Department responded to a reckless driving complaint at Midwest Bio Diesel Plant in South Roxana, a release from the South Roxana PD said.


South Roxana Officer Lee Brousseau noticed the truck matched the description of a vehicle, which was involved leaving the scene of multiple property damage accidents that had occurred in Wood River just previous to the complaint. The truck had extensive damage and a punctured tire.


Officer Brousseau attempted to stop the vehicle, but the driver, Charles Thomas Higgins of Florissant, Mo., fled. Officer Brousseau began the pursuit, which lead through multiple jurisdictions. The pursuit ended up in stopping in Alton, the release said.


According to the release, Higgins bailed out of his truck and his vehicle subsequently struck the South Roxana patrol car. Officer Brousseau exited his vehicle and began a foot pursuit through the woods, where Higgins was taken into custody and lodged at the Madison County Jail pending the application of formal charges.


A warrant for two counts of felony Aggravated Fleeing and Eluding were obtained through the Madison County States Attorneys Office with a bond set at $75,000. Higgins remains in custody at the Madison County Jail.


The Alton Police Department handled the traffic crash where Higgins vehicle struck Officer Brousseau’s squad car.
