Daniel Rolando Silva, 18, was charged Monday with trafficking in methamphetamine, possession of cocaine with intent to distribute, possession of a firearm while committing a felony and misdemeanor marijuana possession.
Silva was arrested Saturday near Westside Drive after police dispatch received a call about an intoxicated person. Lt. David Houser and Patrolman James Smarr responded, and upon arrival, Houser saw the suspect walking in a muddy area north of Herron's Carpet.
The report stated the suspect was staggering. Two witnesses hollered at Houser, and one of them held up a plastic baggie.
