The Republican-controlled Senate voted 36-8 on Tuesday for the bill by Sen. Steve Russell, R-Oklahoma City, over the objections of several members who argued the bill had too few restrictions.
The bill now heads to the House for consideration, although Russell used a procedural move to ensure the measure still could be amended.
Sen. Jim Wilson, D-Tahlequah, says the idea of armed citizens roaming the streets with their weapons displayed sends a bad message to the business community.
Another open-carry bill pending in the House would send the proposal to a vote of the people.
