Police officers arrested a man Thursday on the Oklahoma side of the Denison Dam, charging him with indecent exposure after two witnesses claimed to have seen him masturbating naked outside his truck, according to a police report.

Deputies Jason Bannowsky and Chad Harp met Texas DPS Trooper David Yarberry, who had found a male identified as Ricky Higginbotham wearing a T-shirt, blue jeans and a ball cap and standing outside his truck on the Oklahoma side of the Denison Dam, according to Bannowsky’s report.

Two separate witnesses said they had seen the man outside of his vehicle naked and masturbating, according to the report. One witness said she had been walking towards her van to get a piece of paper when she saw the man standing outside his truck with his back, which was naked, facing her, then he stepped into his truck, still fully undressed, with the driver’s door open. The witness said she gathered her children into her vehicle, drove to the other side of the dam and called the police.

A separate witness said she was walking toward her vehicle when she noticed a man in a truck sitting in the driver’s seat nude with his pants around his ankles, masturbating himself. The witness said she called her spouse to assist her, and then the man in the truck began dressing himself, according to the report.

When questioned by the officers, Higginbotham said he was fully clothed and had only been urinating outside his truck, according to the report.

The witnesses filled out voluntary statements for the officers, and the officers charged Higginbotham with indecent exposure and arrested him, according to the report.

When Bannowsky conducted a vehicle inventory of Higginbotham’s truck, he found a pair of binoculars that had been placed beneath the driver’s seat.
